Pollution consent for hotels

Hotels use water, generate wastewater and solid waste, and often run DG sets and boilers. Under the Water Act and the Air Act, such establishments may need consent from the State Pollution Control Board (SPCB) or Pollution Control Committee. Hoteliers often call it a pollution NOC. There are two stages:

  • Consent to Establish (CTE): taken before construction or expansion starts.
  • Consent to Operate (CTO): taken before operations begin and renewed periodically.

The Central Pollution Control Board groups activities into colour categories such as Red, Orange, Green and White, and the list has been revised over time. Where a hotel falls usually depends on its size, wastewater generation, and whether it runs boilers or large DG sets. Your SPCB decides the category, fee and validity, so check its website or consult an environmental consultant.

DG set stack height

Stack height H (m) = h + 0.2 × √kVA, where h = height of the building in metres

This CPCB norm is commonly applied to DG sets. For a 125 kVA set on a 15 m building: 15 + 0.2 × √125 = 15 + 2.2 = 17.2 m. DG sets also need an acoustic enclosure. Check your SPCB's current conditions for your capacity.

What the checklist covers

  • CTE and CTO applications with site, building and investment details.
  • STP or ETP design, treated water reuse and test reports.
  • DG set and boiler details, stack height and emission controls.
  • Waste management: segregation, authorised collectors, used oil and e-waste. Hotels normally do not generate biomedical waste beyond first-aid waste.
  • Noise control for events, DG sets and machinery.

Tick each item to track readiness, then print the list for your engineer. To estimate fuel use for your generator, try the DG diesel consumption calculator, and to size water use, the water consumption calculator. This is general guidance, not legal advice; verify with your SPCB.

Frequently asked questions

Do all hotels need pollution control consent?

Many do, but it depends on the size of the hotel, wastewater, boilers and DG sets, and on your State Pollution Control Board's rules. Check the SPCB website or ask an environmental consultant.

What is the difference between CTE and CTO?

Consent to Establish is taken before construction or expansion. Consent to Operate is taken before the hotel starts operating and must be renewed before it expires.

How is DG set stack height calculated?

A commonly applied CPCB norm is H = h + 0.2 × √kVA, where h is the building height in metres. For example, a 125 kVA set on a 15 m building needs about 17.2 m.
