Why register your homestay

Most Indian states and union territories run a homestay or bed and breakfast scheme through their tourism department. Registration makes your homestay a recognised tourism unit. Depending on the state, it can bring a listing on the state tourism website, eligibility for promotional schemes, and fewer problems with local authorities and neighbours. Many OTAs and travel agents also ask for some proof that the property is allowed to host guests.

The documents usually asked for

Each state has its own form, fees and conditions, but the papers they ask for are broadly similar:

  • Owner documents: identity and address proof, PAN and photographs.
  • Ownership proof: sale deed or land record, property tax receipt and electricity bill. If the property is leased or jointly owned, a NOC from the owner or co-owners is commonly required.
  • Property details: a layout plan, a list of rooms with tariffs and clear photographs.
  • Local permissions: NOC from the panchayat or municipality and police verification, where the state asks for them.
  • Safety: fire safety arrangements and, where required, a fire NOC.
  • Food: FSSAI registration if you serve meals to guests.

Rules that vary by state

States differ on the maximum number of rooms, whether the owner must live on the property, inspection steps and renewal periods. Some schemes also grade homestays into categories. This checklist does not list any one state's rules. Always check the current notification on your state tourism department's website or visit the district tourism office before you apply.

After registration

  • Keep a guest register and ID copies for every guest.
  • Submit Form C for foreign guests within 24 hours of arrival.
  • Display your tariff and house rules. The policy generator helps you write them.
  • For bigger properties, the hotel license checklist lists the wider licences a hotel needs.

Treat the list as a starting point. Rules change, and the tourism office's word is final.

Frequently asked questions

Is homestay registration compulsory in India?

It depends on the state. Many states require or strongly encourage registration under their homestay or B&B scheme. Check with your state tourism department.

Can I register a rented house as a homestay?

Some states allow it with a registered lease and a NOC from the owner, while others require the owner to live on the property. Confirm with the state tourism department.

Do I need an FSSAI registration for a homestay?

If you serve food to guests, you generally need FSSAI registration or a licence depending on the size of the food business. Small units usually start with basic registration.
